Potential Resources. Unlike the Moon which is abundant in resources (O2 from rocks, potential use of He3 for fusion fuel, etc.) Mars lacks the significant amount of resources to justify a long term stay there.
A mission to Mars, although fun for robots would be very costly for human personal as it would be no real financial incentive for establishing a home there. (and we could always establish colonies elsewhere)
Despite the fact that most of the other problems could be overcome (that you mentioned above) the gravity factor remains the hardest to solve.
