As described, this appears to be a design for a perpetual motion machine. There’s nothing except gravity used to propel water through the turbine, and that energy is lost pushing the water back up to the holding tank.

I cannot believe this person went to all the trouble of 3d modelling the device, but designed it with no comprehension of the conservation of energy principle. Talk about getting your priorities wrong.
